This book, the product of one year of research and writing, is a response to some very specific questions posed by the Government of Kenya in the quest to answer to current and contemporary ICT policy implementation needs. It is therefore not a book inspired by abstract academic interest but, rather, the stack reality of specific needs of people and Government who must answer to some practical everyday reality. A team of researchers, authorities in their own fields, were identified to undertake the research. Funding was provided from a grant by the International Development Research Centre (IDRC). A technical supervisory team nominated by Kenya's Ministry of Planning and National Development worked with the researchers to conceptualise the problem and work through the process, resulting in this pioneer contribution to the challenge of 1CT implementation in Kenya. Given the similarities of the ICT environment in a number of African countries, there is little doubt that this book should be of practical benefit to policy makers: 1CT practitioners as well as scholars in the field of ICT. Issues that hitherto have had no policy or regulatory direction to draw from, and affecting such new areas as electronic commerce and banking have been presented and important proposals provided in this book.
