Mainstreaming ICT - Research Perspectives from Kenya

This book, the product of one year of research and writing, is a response to some very specific questions posed by the Government of Kenya in the quest to answer to current and contemporary ICT policy implementation needs. It is therefore not a book inspired by abstract academic interest but, rather, the stack reality of specific needs of people and Government who must answer to some practical everyday reality. A team of researchers, authorities in their own fields, were identified to undertake the research. Funding was provided from a grant by the International Development Research Centre (IDRC). A technical supervisory team nominated by Kenya's Ministry of Planning and National Development worked with the researchers to conceptualise the problem and work through the process, resulting in this pioneer contribution to the challenge of 1CT implementation in Kenya. Given the similarities of the ICT environment in a number of African countries, there is little doubt that this book should be of practical benefit to policy makers: 1CT practitioners as well as scholars in the field of ICT. Issues that hitherto have had no policy or regulatory direction to draw from, and affecting such new areas as electronic commerce and banking have been presented and important proposals provided in this book.

This book draws from many real and practical experiences, discloses important insights into achievement and excellence, rebukes individual and institutional mediocrity that has often fettered the creative energies of many people, in Kenya and Africa, and fires the imagination of readers to live happily, achieve things for themselves and excel in many fields of endeavour.

Mr. Outa has received a first prize in the Internation essay contest organized by convention of World students, in Berlin, West Germany, in 1987 for an essay on 'the adoption of third world literature and art; An African perspective'. In 1986, he was named in honour by the organisers of the New York World Convention of Students, for an essay on, 'the ideology of Goodness, a literary inquest into Mankind's third alternative'. He was in 1990 nominated for the junior chamber internationals' outstanding young persons of the world, for cultural achievement. Mr. Outa had early education at Maseno School and University of Nairobi where he presently lectures in literature. Apart from teaching duties which has inlcuded tenure at the Nairobi School and Loreto Convent Msongari, he is also a widely published freelance journalist and theatirc. He was written for the Compass News Feature of London, New African magazine and has contributed book reviews for Kenya's Weekly Review among other media

About the Author
Dr George Odera Outa has lectured in the Department of Literature at the University of Nairobi, Kenya, since 1988. An experienced Communications and Media practitioner, Dr Outa has since 2003 been on a United Nations Development Programme (UNDP) appointment - along with other Development Partners in Kenya, as Communications Advisor on secondment to the Government of Kenya. A University of London trained lawyer, Dr Outa is a Winner and Laureate of the prestigious, St Andrews Prize (UK) for the Environment (2001), jointly established with the integrated Energy company, ConocoPhilips. His other works include, African Examples (OCTAWNS, 1993) and essays published in various journals.
