Gearing up to Build the Capacity of Kenya’s Counties Under the New Constitution
As a deliberate response to the glaring needs of Kenya under the new devolved system of government, Octawns Ltd is now getting ready to be a capacity-builder of choice for our counties. We have already gained valuable experience working with two grassroots locations and helping them map out their strategic direction; notably:
- Nyaribari Chache (Gusii County) (2008-2012, and
- Kirinyaga County –the Inaugural County Strategic Plan.
With this valuable background, Octawns Ltd will work with other counties to help them strategise and deliver to the people:
- Investment Planning for the agricultural sector;
- Strategic Planning
- Servant leadership, Democracy and Accountability.
Our Signature Job of 2013: a Strategy for Africa’s Improved Communication?
From August to December 2013, courtesy of UNDP Addis Ababa (Ethiopia), we helped develop the African Union’s brand new, Communication, Marketing and Advocacy Strategy expected to roll out from 2014-2017. To deliver on this assignment, we cconsulted with a cross-section of African Union’s 52 Member-State stakeholders and partners and successfully delivered an approved strategy in a record 5 months.
Our Other Memorable Assignments and Involvements
- Negotiated the United States African Development Foundation (USADF) operations in Kenya;
- Drafted a National Communications Policy and Strategy Handbook under Kenya’s historic Coalition Government(2008-2013);
- Supervised the drafting and production of dozens of policy publications including Kenya’s Economic Recovery Strategy(ERS, 2003-2007) and the Kenya Vision 2030;
- Established and led a National Communications Policy and Strategy Task Force;
- Assisted in the preparation of a ‘Regional Coherence Strategy’ for Kenya’s participation in the Eastern African Communities;
- Assisted the operationalization of viable inter-ministerial linkages across government in Kenya;
- Worked closely with local and international media in promoting Kenya’s national policy agenda;
- Recruited as one of the three inaugural team members for the roll-out of the Private Sector Development Strategy Secretariat (PSDS) in Kenya;
- Drafted and popularized a Communications and Advocacy Strategy for the Private Sector - Government program;
- worked closely with various multilateral and bilateral donors to establish a vibrant tripartite consultative process with public sector actors;
- Organized an internationally facilitated, Economic Policy and Development Journalism Training Course for Media Practitioners in Kenya.

Retained as professional editor and design consultant for more than twenty (20) Health Sector Curriculum Documents, including: Communications Strategy and Implementation Guidelines; Proceedings of First National Human Resources for Health Conference (2011); Institutional Strategic Plans for the Kenya Medical Practitioners and Dentists Board and the Laboratory Technicians and Technologists Board; Continuous Professional Development Guidelines for Nursing and Laboratory professionals; edited Core Curriculum Guidelines for MBChB; BDS; BSc; Diploma and Certificate programs in Medicine; Dentistry; Nursing as well as Nutrition and Dietetics.
